High price premiums, geopolitical volatility, and regulatory uncertainty continue to limit e-fuel uptake in shipping, and neither public funding nor voluntary demand can resolve them alone. This newly released concept note, written jointly by ZEMBA and H2Global, explores conceptual models for combining the two: a Voluntary Buyers Group bidding into a double-sided auction, and a Split Auction using book-and-claim. In addition to presenting two potential collaboration models, the paper examines the potential advantages and challenges of each, and seeks stakeholder input on how public and private actors can jointly help build a scalable market for clean shipping fuels.
